An architect with 20 years experience working with the best companies in Dubai, needs a job in Vancouver?

I'm doing this as a favor for my close friend, who recently moved to Vancouver, Canada. Her dad has worked for over 20 years with some of the best companies in Dubai, and was an urban planner for Atkins and the Dubai Municipality. Surprisingly, though, he can't find a job in Vancouver, and the problem is that he's over experienced. I don't know very much, but I'm trying to help, since they're pretty desperate. Any suggestions?
